What is Na Hale Kupuna Project?

Na Hale Kupuna is a group of seven county-owned senior, affordable, long-term housing units.
The units are condominiums, either 1 or 2 bedrooms, and located in West, Central and South Maui.
Due to the size of the units, this program is open for households between 1 – 5 persons.

The NHK Project is funded in whole or in part with Community Development Block Grant (CDBG) or Community Development Block Grant CARES ACT (CDBG-CV) funds, as allocated by the Department of Housing and Urban Development, Office of Community Planning and Development (HUDCPD).

Na Hale Kupuna complies with all Federal and State fair housing and anti-discrimination laws.

Project applicants will be notified separately of their eligibility.

Who qualifies for a Na Hale Kupuna unit?

To qualify as an eligible tenant, applicants must meet the following criteria:

  • The head of household must be 62 years old or older at the time of application
  • Was living at their primary residence in Lahaina at the time of the August 2023 wildfires
  • The primary residence was damaged or destroyed by the wildfire to the extent that the structure is no longer habitable.
  • The household must have a combined gross household income that shall not exceed 80% of the Area Median Income (AMI) limits as established by HUD, as shown in the chart below*

How Do I Apply for a Na Hale Kupuna Unit?

An applicant must make an appointment by calling or by making an appointment online. 
The Project is currently not taking appointments.

FAQs

Is the Na Hale Kupuna Project only for residents who owned homes that were destroyed by the wildfires?

No. Both renters and homeowners are eligible to apply if their primary place of residence was destroyed or made inhabitable by the fires.

How do I apply for a Na Hale Kupuna Project unit?

What do I need to bring to the application appointment?

All adult household members must bring:

  • A valid form of ID (drivers license, passport, state ID)
  • Proof of employment and proof of employment income for the prior 2 months (paycheck stubs, direct deposit receipts or other valid proof)
  • Proof of all other types of income, including but not limited to Social Security benefits, Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI), federal disability benefits, public assistance, child support/alimony, Section 8 voucher, unemployment benefits, retirement benefits, and income from investments.

In addition, all household members must bring:

  • Proof of citizenship (birth certificate, passport, I-94 Document, Naturalization Certificate)
  • Original Social Security cards
  • Verification of primary residence on August 8, 2023 (copy of lease or mortgage, utility bill, FEMA or other disaster assistance documentation)

NOTE:  If any required information is not provided, the application will not be accepted.

When can I apply?

Because of the limited number of units and the anticipated high number of applicants, the application period for Na Hale Kupuna Project will run from Tuesday, December 3 through Friday, December 20.

You may make an application appointment no earlier than Monday, December 2 at 8:00am HST.

Calls will be answered from 8:00am – 3:30pm Monday through Friday. Online scheduling is available 24-hours a day. No application appointments will be accepted after Tuesday, December 17.

What is the process for selecting tenants?

All applications will be accepted on a first come, first served basis.

AN ACCEPTED APPLICATION IS NOT A GUARANTEE THAT YOU ARE ELIGIBLE OR WILL BE SELECTED FOR A UNIT.

All applications will be verified for eligibility. Eligible applications will be sorted by household size, preferred location, and accessibility needs. 

Eligible applicants selected will be notified, given a tour of the unit(s) and have the option to accept or decline the unit(s). 

Eligible applicants must take occupancy of the unit within 60 days of the offer of tenancy.

How long is the lease for the unit?

All leases are for 12 months with the option to extend.

How much is the rent?

Rents are determined based on 30% of the gross household income, with a minimum rent of $300 for a 1-bedroom unit and $400 for a 2-bedroom unit. The monthly rent per unit shall not exceed established Fair Market Rent as determined by HUD. 

Tenants are solely responsible for paying all utilities not included in the rent. Depending on the unit, a tenant’s responsibility may include, but may not be limited to paying for electricity, telephone, internet.

Do I have to pay a security deposit?

Tenants will pay a security deposit equal to one month’s rent.  For tenants with pets, there may be an additional nominal pet deposit.  Pet deposits do not apply to tenants with registered assistance dogs.

Does the Na Hale Kupuna Project accept Section 8 HUD vouchers?

Yes.  However, units are subject to approval by the agency providing rental subsidy.

How many people can live in the unit?

The number of people occupying the unit cannot exceed the HUD occupancy standards of 1-3 people in a 1 bedroom unit, and 1-5 people in a 2 bedroom unit.

Can I bring my pet?

Pets are accepted at some of the units, based on condominium rules. All units accept tenants requiring reasonable accommodations for assistance animals as defined by HUD.

What happens if I am not selected for a Na Hale Kupuna Project unit?

All applicants will be notified of their eligibility.

If you are eligible but not selected for a unit, your name and information will be kept on the waiting list for the program.  If a unit becomes available, applications on the waiting list will be notified.
